Abstract

Regional autonomy and decentralization are to strengthen federation in a federal system. Like very important element of federation, local government exists to identify, plan and solve gross root level issues at door step. A mix system comprised on local and federal system is established to flourish democracy
and solve people’s problem. By observing benefits of local government in one province, it is replicated in other provinces. This study aims to explore the relationship between federation and local self-government as well as observe the decentralization of power from federation to local self-government. It also aims to find out the ways how local government solves the problems of people. It also investigates the impact of delayed functionality of local self-government. If a government claims democracy in country, then it’s the responsibility of government to ensure local government system in country.
